Industry coverage
A city can have enough total coverage while a specific industry is still thin. Use cohort confidence before treating an absence as a meaningful signal.

Rules for using absence
- Do not say a business is closed or fake because it has not been observed.
- Only high-confidence city and cohort coverage can support a weak absence signal.
- Every absence statement needs a city, industry, coverage level, and data date.
- Removal requests, redactions, and provisional observations are excluded from public counts.
