Rules for no-result claims
- Do not say a business is closed or fake because it has not been observed.
- Coverage labels describe StreetProof's dataset, not every business in the city.
- No coverage tier turns a missing record into proof of absence, inactivity, or legitimacy.
- Removal requests, redactions, and provisional observations are excluded from public counts.
